Niger, the world's 3rd AI power? We checked.

In October 2026, a video is spreading on WhatsApp and Facebook. A man says Niger has become the world’s third AI nation, behind only the United States and China, before claiming it has even “overtaken them by a long way”. I would love that to be true. So I did what we should all do before sharing: I checked.

The rule

“Extraordinary claims require extraordinary evidence.”

We examine the claims, not the person.

The verdict at a glance

The video makes nine claims. Here is our verdict on each.

Misleading1 / 9
3 already exist · 3 false · 2 without evidence · 1 misleading. Details and sources below.

The 9 claims

The nine claims and their sources
The claimVerdictWhat actually exists
1. Only the US and China knew how to “invent AI”FalseThey lead the race for the largest models, but France (Mistral), the UAE (Falcon), South Africa (InkubaLM, Lelapa AI, 2024) and Nigeria (N-ATLAS, 2025) also have models. Source (Bloomberg)Source (Fortune)Source (TII)Source (Lelapa AI)Source (Nigeria)
2. Niger becomes the third AI nation and takes the global leadNo evidenceNo paper, independent test, public demo, code or patent was found in the sources reviewed. These sources do not establish such a ranking. Source
3. AI that works on a phone without the internetAlready existsGemini Nano on Pixel 8 Pro (Dec. 2023), Microsoft Phi-3 mini on iPhone (Apr. 2024), Google Gemma 3n (May 2025). Source (Google Gemini Nano)Source (Microsoft)Source (Google)
4. The energy problem is “solved”FalseA small model on a phone uses little energy per question, a known benefit. AI energy demand also includes training and data centres (IEA report, 2025). Source (IEA)Source (Microsoft)
5. The data problem is “solved”MisleadingOffline inference does not use your mobile data plan, which has been true of local models since 2023. It does not solve the problem of training data. Source (llama.cpp)Source (Microsoft)
6. A hybrid AI (LLM + linguistic engine) “prevents” hallucinationsFalseHybrid approaches, often called neuro-symbolic AI, have existed for years. They can reduce errors, but do not eliminate them (OpenAI, Sept. 2025). Source (Unifying Large Language Models and Knowledge Graphs: A Roadmap (2023))Source (OpenAI)
7. He invented “cloud telephony”Already existsInternet calls since 2003 (Skype), and carrier VoLTE since 2012. Source (Skype)Source (PCWorld)
8. The first phone with “digital chips”Already existsThat is eSIM: Google Pixel 2 (2017), iPhone XS (2018), and eSIM-only iPhone 14 in the US (2022). Source (eSIM)Source (9to5Mac)
9. His phone outperforms the iPhone and Galaxy S25No evidenceNo published benchmark, named chip or identified manufacturer in the material presented. Without these details, the comparison cannot be verified. Source

“No evidence” describes the available material, not proof that an invention is impossible. Context links are not tests of the phone shown.

Evidence 1: offline AI on phones has existed since 2023

AI starts with a model: the program’s brain. Models that run on a phone without the internet have existed since 2023. Source

Already exists

Evidence 2: nobody has solved hallucinations

Researchers have already developed several methods to reduce them:

  • RAG (Retrieval-Augmented Generation), 2020. Researchers at Facebook AI, now Meta: before answering, the AI retrieves information from real documents. Source
    Question Real documentsAnswer
  • Neuro-symbolic AI. The model is combined with rules and knowledge bases. That is the idea behind the “hybrid AI” described in the video. A major scientific survey reviewed related approaches in November 2023. Source
  • September 2025. OpenAI, the company behind ChatGPT, publishes a full study, “Why language models hallucinate”, explaining why models still hallucinate. Source
These methods reduce errors
They eliminate errors
They guarantee zero errors
A genuine solution would be a world-class breakthrough, backed by a paper and independent tests. A WhatsApp video alone cannot establish that.

Evidence 3: the US and China are not alone

They do lead the field. But they are not alone, and Africa already has models of its own. Source (Bloomberg)Source (Lelapa AI)Source (Nigeria)

Niger would therefore not be the third. And that is actually good news, as we explain below.

False

The other claims, briefly

Cloud telephony

The claim: A new invention.

The reality: Internet calls since 2003 (Skype), carrier VoLTE since August 2012 (MetroPCS, SK Telecom). Source (Skype)Source (PCWorld)

Already exists

Digital chips

The claim: The first phone of its kind.

The reality: This is eSIM: Pixel 2 (2017), iPhone XS (2018), iPhone 14 without a SIM tray in the US (2022). Source (eSIM)Source (9to5Mac)

Already exists

More powerful than the iPhone and Galaxy S25

The claim: Superior performance.

The reality: No published test in the material presented. Advanced chips are made in factories such as TSMC’s, where one 3 nm wafer costs around $18,000. That cost does not prove or disprove the phone’s performance. Source

No evidence

Energy and data solved

The claim: Both problems have been solved.

The reality: AI energy demand also includes the data centres where models are trained. Offline use does not solve those problems. Source (IEA)Source (Microsoft)

Why this article

I support the initiative, and especially the effort. But the video asks for backing from the authorities and public money. Before offering support, we ask for evidence. That is all.

  • Where is the demo, tested by someone independent?
  • Where are the numbers?
  • Where is the code, the paper or the patent?
  • Who makes the phone, and where?

The real good news

The technologies described already exist, often with openly available models (Gemma, Llama, Mistral, Qwen, DeepSeek). Niger does not need to reinvent AI. We can start building AI in Hausa, Zarma and Tamasheq today, and train thousands of young people to use it. That is real leadership. Source (Google)Source (Mistral AI)Source (Stanford AI Index)
